The development and design of measures to ensure inclusion in the education sector in accordance with Article 24 of the UN Convention on the Rights of Persons with Disabilities (UN CRPD) is a long-term task. In the Free State of Saxony, there are two ways anchored in the Saxon School Act to enable equal participation in the school sector for people with disabilities in line with the goal of the UN CRPD. Pupils with special educational needs or disabilities can be taught at a special school or at an elementary school, secondary school or vocational school center. The best interests of the child are always decisive when choosing the most suitable place of support.
Cooperation networks will be established in all regions over the next few years. They are intended to network the local partners in order to facilitate the necessary cooperation and make it more effective. In a first step, 63 cooperation networks were formed based on the central areas according to the 2013 state development plan and all publicly funded schools were assigned to them. According to paragraph 7 sentence 3 SächsSchulG, independent schools can participate in a cooperation network.
As a next step in the establishment of the cooperation networks, the Zittau/Görlitz University of Applied Sciences conducts constituent consultations for the respective cooperation networks on behalf of the Saxon State Ministry of Culture (SMK) and in close coordination with the State Office for Schools and Education (LaSuB). The aim of these events is to get to know each other, exchange experiences and jointly define development goals for further work in the network. In addition to representatives of the Saxon State Ministry of Education and Cultural Affairs and the State Office for Schools and Education, these consultations are attended by public schools and, on a voluntary basis, independent schools, representatives of the districts and independent cities as well as the school authorities.
