Free State of Saxony for the implementation of the Coal Regions Investment Act CircEcon
as well as other third-party funded projects
as a 

Procurement Officer (m/f/d)

- Reference: 49-2024 Procurement CircEcon -

to be filled for a limited period until 31.12.2027.

 

                                                                                                                                                                                                                                                          

The future job holder will be responsible for the processing of the procurement and purchasing process with regard to supplies and services in measures carried out by third-party donors, the preparation and implementation of procurement procedures in accordance with the applicable procurement law and the available funding decisions.

The activities of the job holder (m/f/d) include the following tasks in particular:

  • Timely coordination on planned deliveries and services with the users and the project administration department of the Zittau/Görlitz University of Applied Sciences in compliance with the applicable funding decisions,
  • Determining the type of award and setting up the resulting schedules,
  • Checking service descriptions and, if necessary, drawing up service specifications,
  • drawing up and sending out the award documents, obtaining, checking and evaluating tenders, drawing up the award notice and awarding the contract as part of the award process,
  • preparing and archiving the award documentation, 
  • the preparation of statistics.

The following knowledge and skills are required

  • Completed relevant university education, e.g. in the fields of public administration or business administration and relevant professional experience in the above-mentioned field of activity,
  • Relevant knowledge and professional experience in the application and implementation of public procurement law, in particular the currently applicable VgV, the SächsVergabeG and thus the VOL and VOB,
  • Project experience in the implementation of award procedures, in particular with regard to the funding decisions issued,
  • Consulting and communication skills for conducting negotiations with the users at the HSZG or the bidders regarding the measures to be carried out.

In addition, the following are desirable

  • Experience in dealing with the organizational structure of public administration,
  • knowledge of foreign languages,
  • good knowledge of project management and dealing with funding.

  • Interest in and willingness to take part in professional training measures, in particular for the above-mentioned area of responsibility,
  • Open-mindedness towards current developments in the design of work processes,

  • High degree of independence, sense of responsibility and reliability,
  • team and service-oriented way of working.

Further information

The remuneration for tariff employees is in EG 9b TV-L if the professional requirements are met. The 1st place of work is Zittau. A probationary period will be agreed.
