Starting signal for personnel development concept at the HSZG

At the workshop on January 19, objectives for the design of the personnel development concept were developed.

The Saxon University Development Plan 2025 provides for the establishment of comprehensive personnel development planning as an overarching goal for universities in the Free State of Saxony. In this context, the universities are expected to provide sufficiently flexible and internationally compatible basic structures for the various career goals, paths and phases of their staff. In the area of personnel development, this includes, in particular, highlighting development prospects within the university at an early stage and creating suitable framework conditions in order to retain qualified personnel in the long term.

Zittau/Görlitz University of Applied Sciences will therefore develop a comprehensive personnel development concept by 30.06.2019, which will identify the relevant fields of action and underpin them with measures.

The personnel development concept of Zittau/Görlitz University of Applied Sciences will be developed under the external supervision of CHE consult GmbH (Ms. Julia Klingemann) by a Personnel Development Commission set up by the Rectorate.

The Human Resources Development Commission consists of members of the Rectorate (Rector and Chancellor), the Head of Human Resources and Legal Affairs (RD Christoph Duscha) and one representative each from the member groups of professors (Prof. Dr. Maja Dshemuchadse, Faculty of Social Sciences) and employees (Dipl.-Ing. Bert Salomo, Faculty of Mechanical Engineering).

To kick off the commission's work, an all-day workshop entitled "Human Resources Development" was held on Saturday, 19 January 2018 with all deans, directors of central institutions and the heads of the university administration. The aim of the workshop was to ensure the participation of HSZG managers as those responsible for and shaping the subsequent implementation of the HR development concept at the start of the project.

The workshop was designed in particular to provide initial information and recommendations from the university's managers to the Personnel Development Commission. Moderated by CHE consult GmbH, the participants exchanged views on questions such as: "In your opinion, what will hinder and what will promote the development and implementation of the personnel development concept? The role of managers in personnel development at the Zittau/Görlitz University of Applied Sciences was also discussed in detail and constructively against the background of the objectives set out in the target agreement with the SMWK.

Based on an overview of the status of current personnel development, the strengths and weaknesses of previous personnel development instruments and support at the university were identified in groups.

With the start of the commission's work on February 7, 2018, a timetable was drawn up that includes reflecting on the status of the personnel development concept with the committees of the academic self-administration and the employee representatives as well as the Equal Opportunities Officer. It is planned to present the draft of the personnel development concept to the committees in 11-12/2018.

A further workshop with the managers of the Zittau/Görlitz University of Applied Sciences is again planned as a form of exchange on the draft personnel development concept (11/2018).

The Rectorate is expected to adopt the personnel development concept in February 2019.

At its 2nd meeting on 15.02.2018, the committee initially dealt with the clarification of terms, fundamental issues and the definition of tasks and task packages.

The next commission meeting will take place on 22.03.2018.
