Challenging but achievable goals

The target agreement with the basic units was signed to ensure a strong future for the HSCG.

On December 18, 2017, the target agreement between the Rectorate and the basic units (faculties, research institutes, central facilities) of the Zittau/Görlitz University of Applied Sciences (HSZG) for the years 2017 to 2020 was signed at a ceremony.

In this agreement, the Rectorate and the basic units of the HSZG undertake to implement the objectives and specific agreements resulting from

 

  • the objectives set out in the Saxon University Development Plan 2025 of 22.11.2016,
  • the grant agreement for the years 2017 to 2024 between the state government and the Saxon universities dated 19.12.2016 and 
  • the target agreement for the years 2017 to 2020 between the Saxon State Ministry of Science and the Arts (SMWK) and the HSZG dated 19.12.2016

successfully implemented in a joint effort.

With the second higher education development plan, the Saxon state government is guaranteeing the state's universities planning security until the end of 2024. The higher education development plan (HEP 2025), which was developed in dialogue with the universities, is also based on the principle of university autonomy, location-specific differentiation, equal opportunities and the maintenance of quality standards in teaching and research in the Saxon higher education landscape. This is achieved by ensuring a coordinated range of subjects throughout the state and creating the necessary framework conditions, which include in particular the provision of the necessary resources --- in accordance with the resolutions of the budget legislator --- which were set out in the 2017-2024 grant agreement between the state government and the universities.

Zittau/Görlitz University of Applied Sciences is expressly committed to this. In order to implement the state university development plan, the SMWK and the HSZG concluded a target agreement for the years 2017-2020 as part of comprehensive controlling, which was previously negotiated at eye level. The individual concretization of this target agreement for the HSZG is reflected in the target agreement now concluded between the Rectorate and the basic units. 

This target agreement between the Rectorate and the basic units regulates in particular those individual aspects that serve to achieve the university policy objectives set out in the above-mentioned target agreement between the SMWK and the HSZG.

The individual objectives are divided into four target areas:

  1. Overarching goals (profile building, internal university development plan, personnel development, equality, internationalization)
  2. Studies and teaching (number of enrolled students, STEM quota, adherence to the standard period of study, quality improvement in teaching, securing the state-wide range of subjects, adherence to the Higher Education Pact)
  3. Research (research performance, third-party funding from industry, cooperative doctorates)
  4. Third mission - societal role and social responsibility (regional effectiveness, willingness to transfer, strengthening innovative power, start-up activities).

The Rectorate and the basic units of the HSZG agree that ambitious but fundamentally achievable goals have been agreed, the realization of which will strengthen the role, mission and significance of the Zittau/Görlitz University of Applied Sciences as an important part of the Saxon higher education landscape.

It reflects both the principle of performance and the principle of solidarity," said Rector Prof. Friedrich Albrecht in his statement.
