The key finding of the Elite Monitor is that the proportion of East German-born people in top positions in the twelve sectors surveyed has increased from 10.9% to 12.2% compared to 2018. These initial results show a positive development, even if further research is needed to confirm a real trend.
With a share of around 20 percent of the total population, East Germans are severely underrepresented in management positions. This is true in all areas of society: politics and administration, business, media and culture. Everywhere, the proportion of people born in East Germany who hold a top position is low. "This is a problem that we as a society cannot accept and must change," says Carsten Schneider, Minister of State and Federal Government Commissioner for Eastern Germany. "It's not just about utilizing the potential and diverse experiences of East Germans. It is also about enabling East Germans to participate equally within society. In politics and administration, but also in business, science, the judiciary and the media. This is the only way to achieve greater cohesion and support for democracy," continued Schneider.
